The goal of the legislation was to ensure the state has sufficient data to determine annual groundwater usage and, therefore, monitor how long the groundwater supply is expected to last. Similar legislation was passed in 2024, but vetoed by the governor. Regarding data centers water usage specifically, a series of bills were introduced in Virginia allowing local permitting authorities to require data centers to submit a water usage assessment before beginning construction, or to seek alternative cooling methods altogether to minimize water use. One of the bills died in committee, while the legislature passed two, both of which were then vetoed by the Governor. More legislation like this may be seen in more Southern states as data centers continue to be built across the region
